Three Epic heroes โ€” Hikari, Dmitry and Sea-ah โ€” handed out free by the Defenders from Afar login event. Two of them are city buildings you never deploy, and the most valuable upgrade in the set costs ten Fragments.

Pre-Release Guide

Hikari, Dmitry and Sea-ah are not available yet. This guide is built from game code analysis ahead of release. The fixed numbers โ€” the Fragment costs, the star ladder, the skill unlock stars, the skill percentages and the base stats โ€” are locked in configuration files and unlikely to change.

Nothing here has been field-tested in a live battle, because no live battle has been possible. Anything the code cannot settle is marked as unconfirmed rather than stated as fact. We will update this guide once the heroes are playable.

01. The Three Heroes

Two of these three heroes do their best work while sitting in your hero list, doing nothing. Hikari speeds up your Hospital and Sea-ah speeds up your research, and both effects apply whether or not you ever deploy them. Only Dmitry has to actually leave the city to be worth anything.

All three are Epic quality, which sets their entire ceiling before you spend a single Fragment. They are numerically identical to the Epic heroes already in your roster โ€” the same growth multipliers, the same five skill slots, the same star buff strength. Nothing here power-creeps anything you own.

02. Fragment Sources

You cannot pull these heroes from the recruitment banner. Their Fragments appear in no recruitment pool at all โ€” not the standard banner, not the Epic banner, not the point box. The Defenders from Afar login event is the only place they come from, and that event hands you all three heroes outright rather than making you assemble them from Fragments.

That has one consequence worth planning around: every Fragment you ever collect for these three is surplus that goes straight into star levels. You never spend 10 Fragments to recruit anybody.

Topping Up After The Event

Once you own a hero, the Epic Universal Hero Fragment converts into that hero's own Fragment at a flat 1:1 rate. The exchange option only appears for heroes you have already recruited, so this buys stars โ€” it can never buy you access to a hero you missed.

StoreCost Per FragmentPurchase Limit
Hero Token Shop3 Hero Tokens420
Arena Store500 Arena Coins5
Precinct Powerplay Store600 Precinct Powerplay Badges25
VIP Store500 Diamonds10

The Hero Token Shop is the only source with enough volume to matter. Its 420 limit is more than ten times the other three combined, and 3 Hero Tokens is the cheapest rate on the board. The Diamond option is a trap in the other direction: at 500 Diamonds each, the 10-purchase cap means Diamonds can never move you more than one star once you are past the early bands.

โš ๏ธ Unconfirmed โ€” A Contradiction In The Files

The Fragment item tooltip lists "Hero Recruitment" as one of its sources, and the "where do I get this" panel offers a button that opens the recruitment window. But the recruitment pool itself contains no entry for any of these three Fragments. Either the live pool differs from what shipped in the client, or those two display fields are copied from an older hero and mean nothing. Do not count on pulling these from a banner until somebody actually does it.

03. The Star Ladder

What Each Star Costs

Star BandFragments Per StarTotal Through Band
โ˜…1 โ€“ โ˜…212
โ˜…3 โ€“ โ˜…6210
โ˜…7 โ€“ โ˜…11535
โ˜…12 โ€“ โ˜…1715125
โ˜…18 โ€“ โ˜…2340365
โ˜…24 โ€“ โ˜…301001,065

The Four Breakpoints

Skill levels do not unlock smoothly. They unlock at exactly four stars, and everything between those stars buys you nothing but raw numbers.

StarFragmentsWhat It Unlocks
โ˜…610Skill slots 2 and 5 start existing. All skills can reach Lvl 2.
โ˜…1250Skill slot 3 starts existing. All skills can reach Lvl 3.
โ˜…18165All skills can reach Lvl 4.
โ˜…24465All skills can reach Lvl 5. This is the cap.
โ˜…301,065Nothing. Stats and the march buff only.

Where The Event Leaves You

The Defenders from Afar free track gives 65 Fragments per hero. The paid pass adds 140 more. Both totals land on an exact star with nothing left over, which is not a coincidence.

โœ“ Free Track โ€” 65 Fragments

Lands on exactly โ˜…13, with zero Fragments spare. That clears the โ˜…12 gate, so every skill can reach Lvl 3 and all three permanent passives are switched on. The free track alone is enough to make these heroes functional.

๐Ÿ’Ž Free + Paid โ€” 205 Fragments

Lands on exactly โ˜…19, again with nothing spare. That clears โ˜…18, so every skill can reach Lvl 4. It gets you nowhere near โ˜…24 โ€” you would still need 260 more Fragments per hero.

The Second Wall: Skill Books

Stars only grant permission to level a skill. The levels themselves cost books, and the book bill is the part nobody budgets for. Each skill costs 10, then 30, then 50, then 75 books across its four upgrades โ€” 165 books to take one skill from Lvl 1 to Lvl 5.

That is roughly 5% of the book cost of maxing this set. Treat the pass books as a head start on one skill, not as progress toward finishing anybody.

04. The City Buffs

Hikari's Hospital buff and Sea-ah's research buff apply from ownership alone. They do not need the hero deployed, marching, garrisoned or set as a squad leader. Owning the hero with the skill unlocked is the entire requirement, and the buff then runs permanently in the background on every heal and every tech upgrade you ever start.

Both of those skills sit in slot 5, which unlocks at โ˜…6. That is 10 Fragments โ€” the first 10 of the 65 the free event track hands you. Ten Fragments is the best value in this entire guide, and most players will spend them on the wrong hero without noticing.

Blueprint SimulationSea-ah+3%+9%+15%Always on
Born for the ChaseDmitry+20%+60%+100%March only

Caring Heart raises Hospital healing speed. Blueprint Simulation raises tech research speed. Born for the Chase raises Criminal Pursuit speed.

๐Ÿšซ Dmitry's Buff Is Not Free Like The Other Two

Born for the Chase looks like the same kind of skill, and it is not. It only counts while Dmitry is one of the heroes in that specific march. Leave him home and it contributes nothing. The game confirms this itself: the Chief attribute panel adds Hikari's and Sea-ah's buffs into your global totals, and deliberately subtracts the hero contribution for Dmitry's.

๐Ÿ’ก Research Speed Versus Healing Speed

+50% Hospital healing looks far better than +15% research. It is not, for most accounts. Healing speed only pays out after you take losses, so its value is bursty and depends entirely on how much you fight. Research speed applies to every tech upgrade you will ever queue, forever, and your tech queue never stops. Over an account's lifetime the small permanent number compounds into far more saved time than the large situational one.

05. March Contribution

โ˜…24+97.1%+166.5%
โ˜…30+140.1%+240.2%

Each hero grants both the Attack and the Defense buff for their class at the value shown. An Epic delivers 58.3% of a Legendary's star buff at the same star.

March Battle Skills

Skill slot 4 is a march combat effect, and it is the one skill on these heroes that is available from โ˜…0 with no Fragments spent at all. Like the star buffs, it only fires when that hero is dispatched in the march.

SkillHeroLvl 1Lvl 3Lvl 5
On My Signal!Hikari+5%+15%+25%
Hunter's SenseDmitryโˆ’4%โˆ’12%โˆ’20%
Fine-Tuned FirearmsSea-ah+5%+15%+25%

Hikari's raises your Squad Attack. Dmitry's is a debuff applied to the enemy squad. Sea-ah's raises a squad offensive stat โ€” but which one is where the files disagree with themselves.

โš ๏ธ Unconfirmed โ€” Two Skills May Be Mislabelled

Dmitry's Hunter's Sense is described as reducing enemy Penetration, but the effect it actually grants is Enemy Squad Damage Reduced. Sea-ah's Fine-Tuned Firearms is described as raising her squad's Penetration, but the effect it grants is Squad Damage.

The percentages match their tooltips exactly in both cases โ€” only the stat names disagree. The equivalent Legendary skills that use the same displayed labels do point at Penetration, which is what makes this look like a copy-paste error rather than a deliberate design. Check the pre-battle buff panel when the heroes go live: that panel reads the real effect, so it will show which name is correct.

06. Hero Battle Kits

Dmitry's ultimate is a decoy. Savage Roar deals no damage whatsoever and drops enemy Attack by under 5% for two seconds. The reason to cast it is the skill that fires immediately afterward: Battle Cry, which hands Dmitry and every nearby ally +35% Attack. That is the largest ally Attack buff of any hero in the comparison set, and it triggers automatically after every single ultimate with no cast of its own.

โš ๏ธ Unconfirmed โ€” Hikari's Passive May Target The Enemy

Rapid Deployment is described as raising Hikari's own Attack Speed every third normal attack. In the shipped data the buff travels down the path that delivers effects to the target she hits โ€” the same path another hero uses to deliver a stun to an enemy. A separate self-targeting path exists and this skill does not use it. If that is what happens in a live battle, the skill is permanently speeding up whoever Hikari attacks, which would make it a downside rather than a bonus.

This is unconfirmed and cannot be settled from the files. It needs a live battle to check. Until somebody watches an enemy's attack rate climb while Hikari shoots it, treat this as a reason to be cautious about levelling that skill, not as a stated fact.

07. Build Priority

Spend your first 30 Fragments across all three heroes, not down one of them. Ten Fragments takes a hero to โ˜…6 and switches on their permanent city or march skill; the eleventh Fragment onward buys progressively less. Three heroes at โ˜…6 beats one hero at โ˜…11 by a wide margin, and the free event track gives you enough to do it three times over.

โœ“ Spend In This Order

  • 1.All three to โ˜…6 โ€” 30 Fragments total. Turns on Hikari's Hospital buff, Sea-ah's research buff and Dmitry's pursuit buff. Cheapest permanent gain available.
  • 2.Sea-ah to โ˜…12 โ€” 50 Fragments. Unlocks her permanent +Attack passive and lets every skill reach Lvl 3. She is the only one of the three worth deploying.
  • 3.Dmitry to โ˜…12. Unlocks his Attack Speed passive. His team buff is the strongest effect in the set and it needs him alive and swinging.
  • 4.Hikari's slot-5 skill levels. Books, not stars. Her Hospital buff is the only part of her worth funding.
  • 5.Stop at โ˜…24 if you get that far. Every skill is capped there. Stars 25 to 30 cost 600 Fragments and unlock nothing.

Level and gear are a separate question from stars. Hero level runs to 80 and is gated against your Chief's Office level in bands, reaching a requirement of Chief's Office 25 for the last few levels. If your Chief's Office is behind, that cap binds before Fragments do โ€” and levelling a hero you cannot push past the band wastes Hero EXP that a Legendary would use better.

08. Common Mistakes

  • โ–ธ Pushing one hero toward โ˜…30. The last six stars cost 600 Fragments and unlock zero skill levels. โ˜…24 caps every skill in the game for Epic quality. Spread the Fragments instead.
  • โ–ธ Stopping at โ˜…11. One star short of โ˜…12 means the permanent passive in slot 3 does not exist at all. It is not weaker โ€” it is absent. Fifteen more Fragments switches it on.
  • โ–ธ Deploying Hikari. Her ultimate averages about 1.5% team Attack and she has no self-buff. Her entire value is a Hospital bonus that pays out while she sits at home.
  • โ–ธ Leaving Dmitry home and expecting his pursuit buff. Hikari's and Sea-ah's city buffs work from ownership. Dmitry's only counts while he is in that march.
  • โ–ธ Buying Fragments with Diamonds. The VIP Store caps at 10 purchases. The Hero Token Shop allows 420 at a lower rate. Diamonds cannot move you a meaningful distance up this ladder.
  • โ–ธ Budgeting Fragments and forgetting books. Maxing all three heroes needs 1,485 Patrol and 990 Deployment Skill Books. The paid pass covers about 5% of that.
  • โ–ธ Bringing the wrong class to a march. Star buffs are class-locked. A Marksman hero contributes nothing to a Biker march no matter how many stars it has.

TL;DR โ€” The Quick Hits

  1. 1. Three Epic heroes, free from the Defenders from Afar login event. They are not in any recruitment banner.
  2. 2. Take all three to โ˜…6 first โ€” 10 Fragments each. That switches on their permanent city and march skills and is the best value in the set.
  3. 3. Hikari's Hospital buff and Sea-ah's research buff apply from owning the hero. No deployment needed, ever.
  4. 4. Dmitry's pursuit buff is the exception โ€” it only counts while he is dispatched in that march.
  5. 5. โ˜…12 is the second breakpoint. Below it, the permanent passive in slot 3 does not exist at all.
  6. 6. โ˜…24 caps every skill at Lvl 5. Stars 25 to 30 cost 600 Fragments and unlock nothing.
  7. 7. The free event track lands on exactly โ˜…13. The paid pass takes you to exactly โ˜…19. Neither reaches โ˜…24.
  8. 8. Closing โ˜…19 to โ˜…24 on all three costs 780 more Fragments. Use the Hero Token Shop, never Diamonds.
  9. 9. Skill books are the real second wall โ€” 1,485 Patrol and 990 Deployment to max all three heroes.
  10. 10. Sea-ah is the one to deploy. 485% Attack across three rounds at Lvl 5, plus a permanent +24% Attack passive.
  11. 11. Dmitry's ultimate does no damage. The +35% team Attack that fires right after it is the strongest effect any of the three have.
  12. 12. Hikari is a city building. Build her Hospital skill and never put her in a squad.
  13. 13. Star buffs are class-locked and march-scoped. A matching Epic beats a mismatched Legendary.
  14. 14. Against a Legendary of the same class you give up 50% Attack and HP, keep identical Defense, and lose exclusive gear entirely โ€” about 1.79 times less Power at the ceiling.
  15. 15. Two march skills may be mislabelled and Hikari's passive may target the enemy. Both are unconfirmed until the heroes go live.
