01. Overview & Quick Reference

Samuel, Pamela, and Franklin are the first new heroes added to Police Chief since the original lineup. All three are Legendary (quality 5) and form a complete class triangle — one Guard, one Biker, one Marksman — with three sharply distinct combat roles. They share a common acquisition model and progression path, but their skill kits are completely different.

✓ Why You Should Care

  • Pamela is the game's first dedicated healer. No other hero in the current roster has an AoE team heal ultimate. If you've been wishing for sustain in long fights, she's the answer.
  • All three accept Legendary Universal Hero Fragments for star-ups. This is a massive accessibility win compared to Gen 1 Legendaries like Brooke and Andre, which are own-fragment-only.
  • Franklin has the longest CC in the game. His 1.5-second AoE stun is the strongest piece of crowd control available, period.
  • Samuel is the only Guard Legendary with 1.2× DEF scaling. He's a genuine tank, where every other Guard hero has 1.0× DEF.

Premium Stat Scaling

All three Gen 2 heroes scale at a premium 1.2× multiplier on Attack, HP, and overall Power — roughly 20% above a baseline hero of the same class, level, and star, before kit even enters the picture. That same 1.2× applies to their troop star-buffs, so the class-wide Attack/Defense bonuses you unlock by starring them up land about 20% stronger than most heroes give. Samuel goes one further with 1.2× DEF scaling as well — the only hero in the game with boosted Defense scaling. The progression systems (star costs, gear, curves) are identical to every other hero; only these per-hero multipliers differ.

02. Acquisition & The Universal Fragment Win

None of these three appear in the standard Recruitment gacha pool — you won't roll them out of Legendary Recruitment. Each has a dedicated acquisition channel, and all three accept the Legendary Universal Hero Fragment as a substitute for their own hero fragment.

✓ The Universal Fragment Game-Changer

All three accept Legendary Universal Hero Fragment as a substitute for their own fragment. This is a fundamental difference from the Gen. 1 heroes Brooke and Andre, which can ONLY be progressed using their own fragments (similar to how Scarlett and Tony accept universal fragments).

What that means in practice: if you've been hoarding universal fragments from events, packs, or elsewhere, you can dump them straight into Samuel, Pamela, or Franklin to fast-track their star progression once you have them recruited. No need to wait on randomized own-fragment drops.

Samuel is built around a single high-value mechanic: his ultimate applies a +Damage Taken debuff to the focus target, amplifying ALL damage that target takes (from any source) for 2 seconds. Pair him with high-burst allies and you get effective damage well above the raw skill numbers suggest. He's also unusually durable AND fast for an offensive hero: 1.2× DEF scaling, the fastest attack speed of any hero in the game (1500), a once-per-battle 40%-max-HP self-heal, and an exclusive that turns that heal into a permanent attack snowball. On top of his own speed, his Blazing Ambition passive hands a portion of that attack-speed edge to the entire team.

🔥 Why Samuel Works

Samuel's value isn't in his direct damage — it's in making your other heroes hit 30% harder. The Hydraulic Cannon ultimate's +30% Damage Taken (at max level) applies to ALL damage the target takes during the 2-second window. This is a force multiplier for any high-burst ally (especially Franklin's AoE nukes).

The exclusive gear unlocks a snowball mechanic: drop to under 50% HP → Fighting Spirit heals you → Endless Spirit grants permanent +24% Attack for the rest of the fight. In long battles, Samuel finishes much stronger than he starts.

💉 Why Pamela Works

Her AoE heal ultimate + smart single-target heal means your other heroes can fight far longer than their base HP would allow. The smart heal targeting the LOWEST-HP% ally is the real gem: it automatically prioritizes whoever's about to die.

Her exclusive is a universal healing multiplier — it boosts Samuel's Fighting Spirit, Franklin's per-attack heal, AND her own heals. In a team comp using multiple Gen 2 heroes, the synergy compounds dramatically.

Franklin is the team's hard-CC carry. His ultimate is a 200-280% Attack AoE nuke with a 1.5-second AoE stun — the longest single piece of CC available in the game. 💥 Why Franklin Works

Franklin's 1.5-second AoE stun is the single most powerful piece of CC in the game right now. It locks down everything in range. The Concussive Round passive layers additional periodic stuns on top of his autos, so he provides constant CC pressure even when his ultimate is on cooldown.

His exclusive is a quiet sleeper: a per-basic-attack heal to the lowest-HP ally. Combined with Pamela's Formula Refinement, this becomes a meaningful sustain source — every basic attack trickles healing where it's needed most. One caveat: Franklin has the slowest attack speed in the game (1000, tied for last), so his per-attack effects — the exclusive heal and the Concussive Round stun that fires every few attacks — proc on a slower cadence than they would on a quick hero. His value is the burst CC of the ultimate, with the heal and passive stuns as steady background pressure rather than rapid-fire procs.

06. Stars, Gear & Progression

Stars (Same Path for All Three)

Star-ups cost the hero's own fragment OR the Legendary Universal Hero Fragment. Each star also adds class-specific Attack + Defense buffs to ALL troops of that hero's class — not just the hero personally. Because all three are premium 1.2× heroes, those class star-buffs land roughly 20% higher than a baseline hero of the same class would grant.

Exclusive Gear (Unlocks at ★1)

Each hero has a dedicated exclusive gear piece with 10 levels. Each level uses a hero-specific exclusive material (different from the hero fragment). Gear adds class Health + Penetration buffs and unlocks the two bonus skills marked with ⭐ in the kit tables above.

07. Strategy

Who Should I Build First?

1st priority: Pamela. She's the ONLY dedicated healer in the game. Even at low stars, her AoE team heal ultimate dramatically extends every long fight you'll have. Healing has no substitute — you can't get it from gear, tech, or another hero. Build her first.

2nd priority: Franklin. The 1.5-second AoE stun functions as a fight-changer in PvP and locks down PvE waves. If you're active in cross-server PvP (Joint Escort raids, alliance war), Franklin is your second-most-valuable Gen 2 hero.

3rd priority: Samuel. Excellent hero, just covered by other options. If you already have a strong Guard tank (Brooke, Andre), Samuel is more of a side-grade than an upgrade. But his +DmgTaken debuff and Defensive scaling have no equivalent elsewhere in your roster, so he still earns his spot.

Fragment Spending Strategy

Since all three accept Legendary Universal Hero Fragments, you have a real choice in how to spend your stockpile. Some prioritization principles:

  • Get every Gen 2 hero to ★1 first. The exclusive gear unlock is the biggest single jump in their kit (adds two skills + class HP/Pen buffs). Don't leave any of them at ★0.
  • ★3 is a strong checkpoint for most players. 235 fragments gets you most of the practical value — the marginal cost to push from ★3 to ★4 is steep (+300 frags vs +165) and the gains flatten.
  • Only push ★5 on your TOP priority hero. 540 more fragments after ★4 is a massive investment for the final tier.

⚠️ Common Mistakes

  • Spreading universal fragments thin. Pushing all three to ★2 simultaneously gives less value than getting ONE to ★3+. Concentrate.
  • Ignoring the exclusive gear after ★1. The gear adds two skills AND class HP/Pen buffs. Skipping gear progression cripples each hero's late-game value.
  • Not pairing Samuel's ultimate with burst. The +30% DmgTaken debuff lasts only 2 seconds. If your team doesn't focus that target during the window, you've wasted the buff.
