Premium Stat Scaling
All three Gen 2 heroes scale at a premium 1.2× multiplier on Attack, HP, and overall Power — roughly 20% above a baseline hero of the same class, level, and star, before kit even enters the picture. That same 1.2× applies to their troop star-buffs, so the class-wide Attack/Defense bonuses you unlock by starring them up land about 20% stronger than most heroes give. Samuel goes one further with 1.2× DEF scaling as well — the only hero in the game with boosted Defense scaling. 🔥 Why Samuel Works

07. Strategy
Who Should I Build First?
1st priority: Pamela. She's the ONLY dedicated healer in the game. Even at low stars, her AoE team heal ultimate dramatically extends every long fight you'll have. Healing has no substitute — you can't get it from gear, tech, or another hero. Build her first.
2nd priority: Franklin. The 1.5-second AoE stun functions as a fight-changer in PvP and locks down PvE waves. If you're active in cross-server PvP (Joint Escort raids, alliance war), Franklin is your second-most-valuable Gen 2 hero.
3rd priority: Samuel. Excellent hero, just covered by other options. If you already have a strong Guard tank (Brooke, Andre), Samuel is more of a side-grade than an upgrade. But his +DmgTaken debuff and Defensive scaling have no equivalent elsewhere in your roster, so he still earns his spot.
Fragment Spending Strategy
Since all three accept Legendary Universal Hero Fragments, you have a real choice in how to spend your stockpile. Some prioritization principles:
