01. Hero Overview & Class Triangle

Heroes lead your squads in combat and provide passive buffs on the world map. Every hero belongs to one of three combat classes that match the troop counter triangle, and carries one of two traits that determines their primary purpose.

02. The 13-Hero Gen 1 Roster

Thirteen Gen 1 heroes are currently in the game across three quality tiers. All 4 Rare heroes are Development (resource focus), all 5 Epic heroes are Combat, and the 4 Legendary heroes split 3 Combat / 1 Development.

Worth noting: Of the four Legendary heroes, only Scarlett is available through regular Recruitment. Brooke is paywall-gated, Andre is paywall + Chief Almighty top-10 only, and Tony comes from events and packs.

03. Quality Ratios: Why Legendary Hits Harder

The single biggest stat multiplier in the game. Every hero has a fixed "power ratio" that scales their attack and HP. Defense is the same across all qualities. A Legendary hero with a 1.25× ratio doesn't just have better skills — their core combat stats are 92% higher than a Rare hero at the same level and star tier.

Every hero has a built-in ratio that scales their attack and HP. Defense is locked at 1.0× regardless of quality. The ratio applies to both the hero's stats and their associated minion troop stats.

Practical takeaway: Investing the same EXP, shards, and skill books into Andre vs Cassie yields a hero who hits nearly twice as hard. This is independent of skills — it's just raw stat scaling. When deciding where to spend resources, hero quality is the dominant variable.

04. Combat vs Development Traits

Every hero is tagged with one of two traits that defines their primary purpose. The trait doesn't restrict where you can use them, but it tells you what their skill kit is optimized for.

⚔️ Combat (8 Heroes)

Skills focus on offense, defense, and battle utility. Lead these heroes in PvP, Vault, Powerplay, and PvE combat.

Heroes: Leon, Gary, Lucy, Vixen, Rix, Brooke, Andre, Scarlett

🔧 Development (5 Heroes)

Skills focus on resource production, gathering speed, and economy boosts. Useful when stationed in city or out gathering.

Heroes: Cassie, Gus, Alvin, Zoc, Tony

★ Tony is Special

Of the 13 heroes, Tony is the only Legendary Development hero. The other 4 Development heroes are all Rare, meaning their stat scaling is locked at 0.65× — fine for early game but they fall off hard. Tony's 1.00× scaling means he can both buff your economy AND hold his own in combat if needed. If you're going to invest in any development hero long-term, it's Tony.

05. Hero Leveling (80 Levels)

Heroes level from 1 to 80 by consuming Hero EXP items. Each level grants stat bonuses and a power increase. Two gates restrict leveling: EXP cost (which scales exponentially) and Police Department (PD) level (which gates leveling progression at certain breakpoints).

06. Star Ascension

Beyond leveling, heroes also ascend through star tiers by consuming their own hero shards. The game displays a hero's ascension as "Star X Tier Y" — each Star level has 6 sub-tiers (Tier 0-5), and the hero's full max is Star 5 (30 sub-tiers completed). Ascension grants flat stat bonuses, increases the hero's power score, and scales their Deployment skill buffs.

07. Patrol vs Deployment Skills

Every hero has two distinct skill families that level independently: Patrol skills and Deployment skills. They activate in different contexts and use different upgrade materials.

⚔️ Patrol Skills

Active during patrols and arena battles. These include the hero's basic attack and named abilities like Brooke's "Beauty's Wrath" or Andre's "Triple Strike."

Upgrade material: Patrol Skill Books (tier matches hero quality)

🗺️ Deployment Skills

Active when the hero leads officers into battle deployed on the State Map. Examples: resource production boosts, march buffs, squad-wide damage reductions.

Each skill maxes at level 5. The book quantity required is the same regardless of hero quality, but the book tier needs to match — a Rare hero needs Rare books, an Epic hero needs Epic books, a Legendary hero needs Legendary books. Brooke and Andre also have a Talent skill that levels up automatically with the hero's Star Level (no books required).

08. Hero Gear Basics

Each hero equips four pieces of gear: Helmet, Gloves, Chest, Boots. Gear is class-locked (Guard gear only works on Guard heroes, etc.) and comes in five quality tiers.

Critical rule: NEVER use Legendary gear as fodder. Legendary gear gives 0 enhancement EXP when sacrificed. The game lets you do it, but you get nothing in return. Save your Legendary gear for forging instead.

09. Exclusive Equipment

Exclusive Equipment exists for these 4 heroes only: Brooke, Andre, Scarlett, and Tony. No other current hero has access to this system. Exclusive Equipment unlocks at Star 1 and is a major late-game power spike for these heroes specifically.

Exclusive Equipment is a 5th gear slot that exists separately from the standard 4-piece gear set. It has its own 10-level enhancement track and grants flat stat bonuses, deployment buffs specific to the hero's own troop class (Scarlett's exclusive only buffs Bikers, Brooke/Andre buff Guards, Tony buffs Marksmen), and extra skill levels beyond the base L5 cap.

Why This Matters

Exclusive Equipment is the single largest power gain available to a maxed-out hero. For the four heroes who have access to it, this is the highest priority late-game investment after Star 1.

10. Who You Can't Recruit

The game has two types of recruitment: Epic Recruitment and Legendary Recruitment. But not every hero is available through these pools. Some heroes require specific events, packs, or VIP purchases to acquire.

Heroes NOT Available Through Recruitment

  • Brooke — VIP 1-6 Honor Pack purchases ONLY
  • Andre — VIP 7+ Honor Pack purchases AND Chief Almighty top-10 overall finish rewards
  • Tony — In-game events, login rewards, and various purchased packs (no recruitment access)
  • Rix — Wild West event exclusive; shards only drop from that event and its rewards

For everyone else (Cassie, Gus, Alvin, Zoc, Leon, Gary, Lucy, Vixen, and Scarlett), Recruitment is the main path. Scarlett is the only Legendary in the recruitment pool — every other Legendary requires VIP purchases or specific events to acquire.

Acquisition: 100% gated behind VIP 1-6 Honor Pack purchases ONLY. There is no other way to obtain Brooke's shards.

12. Strategic Investment Priorities

You have finite Hero EXP, shards, skill books, gear, and forge materials. Spreading them across all 13 heroes is the worst possible strategy. Here's how to think about prioritization.

The Combat Roster (5 Heroes)

You need 5 combat heroes total — enough to staff both Patrol and Arena lineups. The structure: one hero of each class to cover the counter triangle, plus a second Guard, plus one extra (a second Marksman or a second Biker).

  • Guard slot #1: Andre if you have him (1.25× ratio). Otherwise Brooke (1.10×). Otherwise Leon (0.80×).
  • Guard slot #2: Whichever of Brooke/Leon you didn't pick for slot #1.
  • Biker slot: Scarlett — Legendary, available through gacha, AOE + stun.
  • Marksman slot: Lucy or Rix from the Epic tier (no Legendary Combat Marksman exists).
  • Flex slot: A second Marksman OR Biker depending on what you need more of. Gary (Biker) is a strong support pick.

The Development Roster (Pick 1)

You generally only need ONE development hero deployed at a time (usually for gathering or boosting one resource). Options:

  • Tony (preferred): Legendary 1.00× ratio, both an economy buffer (Streamlined Logistics) AND a viable combat hero in a pinch. At 1.00× scaling, Tony will likely do more raw damage than Lucy or Rix (0.80×) — but he lacks their combat-specific buffs, so he won't outright replace them in a Combat slot.
  • Cassie/Gus/Alvin/Zoc: Specialize in their specific resource. Only invest if you bottleneck on that resource constantly. Otherwise these stay at Lv 20-30 with skills at L3 max.

Investment Order for a Priority Hero

1
Star 1 first. Only 10 shards needed. Unlocks Exclusive Equipment for the 4 heroes that have it. Massive power spike. Top priority for any Legendary you own.
2
Hero level to your PD cap. Police Department level gates leveling, so push the hero to whatever your PD allows (Lv 80 if PD 25+).
3
Equip Epic+ gear, enhance as fodder allows. Get all 4 gear slots filled with at least Epic quality, then dump enhancement EXP into them.
4
Skills to L3. 40 books per skill is cheap. Hit L3 on every skill before pushing any to L5.
5
Push ascension to Star 2 Tier 0. Unlocks L4 skill access. Costs 40 more shards from Star 1 Tier 0 (total 50).
6
Push exclusive equipment levels. Each level adds significant power and unlocks bonus skill levels. Push to whatever level your material stash allows.
7
Continue ascension toward Star 3 Tier 0 (L4 skills) and Star 4 Tier 0 (L5 skills). Each tier costs more — don't push past where you have skill books to take advantage of new unlocks.

Legendary gear & forge. Replace Epic gear with Legendary as you accumulate it. Start forging once gear is at Enhancement Lv 20 and you have Hardened Steel reserves to spend.

⚠️ Don't Spread Investment

The most common mistake: leveling 8 heroes to Lv 40 with skills at L2 instead of 5 heroes to Lv 80 with skills at L5. Hero power scales non-linearly — a maxed Legendary out-performs three half-built ones combined.

13. Boot Camp

The Boot Camp lets you accelerate hero leveling for non-priority heroes by having them piggyback off your strongest heroes' levels. Critical mechanic for getting secondary roster heroes battle-ready without spending Hero EXP.

How Boot Camp Works

1. Automatic instructors. Your top five highest-level heroes automatically become Boot Camp instructors. You don't pick them — the system selects based on hero level.

2. Level matching. Heroes assigned to a Boot Camp slot have their level raised to match the lowest-level instructor — so the floor is set by your weakest of the top 5, not the strongest.

3. Stars and skills still progress. Heroes in a Boot Camp slot cannot be leveled manually, but you CAN still increase their stars and upgrade their skills while they're in the slot.

4. 24-hour cooldown. After a hero leaves a Boot Camp slot, that slot enters a 24-hour cooldown before a new hero can be assigned. Plan rotations carefully.

5. Slot unlocks tied to Chief's Office. Upgrading the Chief's Office unlocks additional Boot Camp slots, letting you train more heroes in parallel.

★ Strategic Use

Boot Camp is how you make your secondary roster (heroes outside your top 5 investment picks) usable without burning Hero EXP on them. If your lowest-of-top-5 hero is at Lv 60, every Boot Camp slot you have raises a secondary hero to Lv 60 instantly. Combined with skill maxing and star ascension (which still work in Boot Camp), this gets you usable B-team heroes for events, Arena coverage, or class-specific tasks at minimal cost.

TL;DR — The Quick Hits

  1. 1. 13 Gen 1 heroes: 4 Rare (all Development), 5 Epic (all Combat), 4 Legendary (3 Combat + Tony as Development).
  2. 2. Quality ratio is the most important hero stat. Andre (1.25×) hits 92% harder than a Rare hero at the same level/star.
  3. 3. Only 4 Gen 1 heroes have Exclusive Equipment: Brooke, Andre, Scarlett, Tony. The exclusive buffs only apply to that hero's own troop class.
  4. 4. Only Scarlett (Legendary) is available through recruitment among Legendaries. Brooke, Andre, Tony, and Rix cannot be recruited.
