01. Overview & Quick Reference
Marcus, Duke and Lexie are the third generation of Legendary heroes and form a complete class triangle β one Guard, one Marksman, one Biker β so their always-on class buffs never compete with each other. The exclusive weapons give the roles away before a single battle is fought: Marcus's weapon buffs defensive squads, Duke's and Lexie's weapons buff rally squads. All three are Combat-trait heroes, not city-building placements like Dmitry or Sea-ah, so their value is on the march and in hero battles.
They are live. The three appear in your Hero list once your State is 112 full days old, and every Fragment channel opens on State day 113 β one day later. The single exception is State Showdown, which switches to Duke at State day 111. Until your State reaches day 112 the heroes are not in the list at all, so there is nothing to plan around yet.
β Why You Should Care
- βΈ1.25Γ the power of a Gen 2 hero at the same level and star. Any event that scores hero power pays a quarter more for the same investment. Against Scarlett or Tony the gap is 1.5Γ.
- βΈLexie is guaranteed for 15 Lucky Wheel draws. The draw milestones alone pay 15 Fragments by the 15th draw, so luck cannot stop you.
- βΈLexie's 3.78Γ ultimate is the largest of any Legendary. She is also the only hero in the game whose damage and healing use a random multiplier at all.
- βΈDuke's ultimate is the longest area stun among the Legendaries. Two seconds, in a circle, on every cast.
- βΈDuke's weapon carries the only silence in the game. No other hero, item or effect applies it. It stops a silenced hero starting any skill or an auto-cast ultimate for up to five seconds.

Premium Stat Scaling
| Ratio | Launch Legendaries | Gen 2 | Gen 3 |
|---|---|---|---|
| Power per level and per star | 1.00Γ β 1.25Γ | 1.20Γ | 1.50Γ |
| Class star buff (Attack and Defense) | β | β | 1.45Γ |
| Exclusive weapon power and stats | β | 1.20Γ | 1.40Γ |
- βΈThe class buffs multiply with rally and garrison buffs. Class star buffs sit in one multiplier group and the weapon's rally or defensive-squad buffs in another. The two groups multiply rather than add, so a Gen 3 hero's weapon skill compounds on its own class buff.
- βΈMaxed march skills add 50,760 hero power. Three slots at 16,920 each. Level 1 of a slot is worth 900, so the power is almost entirely in the book-fed levels.
- βΈNeither of the weapon's own two skills is a bench stat. No Surrender, Golden Anthem and Data Simulation reach you only as a battle effect, shown in the rally detail and war report, and the three patrol skills only inside a hero battle. The bench value of the weapon is its class buff and its 1.4Γ stat ratio, nothing else.
Ultimates against the Gen 2 Legendaries

Samuel's ultimate ticks four times, so his real total is about 2.4Γ at Lvl 5. There is no energy bar in this engine: ultimates are gated by the first-cast delay and the cooldown alone.
β οΈ Three places the skill text and the game data disagree
Shake the Earth says β50% Attack Speed; the engine stretches the attack interval by 1.5, which is β33% attacks per second. Random Command says β20% Attack; the engine divides Attack by 1.2, which is β16.7%. Contrabass Blast says it silences "enemies"; the data silences one target. The tables on this page give the data value in each case, but which side the game finally settles on is not something the client can answer.
02. Acquisition & Fragment Sources
None of the three is in any recruitment pool, and all three recruit for 10 Fragments. Lexie is guaranteed for 15 Lucky Wheel draws and expected in about 10. Marcus costs exactly 14,850 Diamonds. Duke has seven channels, more than the other two together, but most of them pay by competitive rank.
All three also sit in the Alliance Training Store: one Fragment for 2,500 Training Vouchers, three per hero per reset, from State day 113. The store swaps the Gen 2 Fragments out for these on the same day, so the Gen 2 rows stop at day 112. Four resets covers a recruit, and it is the only channel that treats all three heroes alike.
Where to Get Each Hero's Fragments
| Hero | Primary Source | Notes |
|---|---|---|
| Marcus | Hall of Heroes | 10 Hero Tokens per Fragment; Diamonds buy exactly one recruit. Also the Training Store |
| Duke | Event ranks and Daily Specials | Seven channels, the widest of the three, but most of them pay by competitive rank |
| Lexie | Lucky Wheel | Draw milestones alone pay the recruit by the 15th draw. Also the Training Store |
Lexie β Lucky Wheel
The draw milestones alone pay 15 Fragments by the 15th draw, five more than a recruit needs, so luck cannot stop you. The wheel itself adds an expected 0.55 Fragments per draw on top. A 10-draw costs 13,500 Diamonds or 9 Lucky Coins. A single draw costs 1,500 Diamonds or 1 Lucky Coin. The daily cap is 150 draws.
| Wheel Slot | Odds |
|---|---|
| 5 Lexie Fragments | 4.37% |
| 1 Lexie Fragment | 32.81% |
| 10K Hero EXP | 18.27% |
| Other items (3 slots) | 33.63% |
| Resources (4 slots) | 10.92% |
| Draws | Fragments | Running Total |
|---|---|---|
| 5 | 5 | 5 |
| 15 | 10 | 15 β recruit locked in |
| 35 | 20 | 35 |
| 70 | 30 | 65 |
| 120 | 50 | 115 |
Each milestone also pays the same number of Legendary Patrol Skill Books and Legendary Deployment Skill Books. The full 120-draw run yields 115 of each, plus an expected 66 more Fragments from the wheel β about 180 Fragments for 162,000 Diamonds or 108 Lucky Coins.
Marcus β Hall of Heroes
Diamonds buy exactly one Marcus. A Hero Token costs 150 Diamonds, the first is free, and the Diamond counter stops at 100 per event. Marcus costs 10 tokens per Fragment, so 100 tokens is 10 Fragments is one recruit: 14,850 Diamonds. Everything past that comes from Hero Token Packs.
| Item | Cost | Limit Per Event |
|---|---|---|
| Hero Token | 150 Diamonds (first free) | 100 |
| Marcus Fragment | 10 tokens | 370 |
| Legendary Universal Hero Fragment | 12 tokens | 100 |
| Franklin / Pamela / Samuel Fragment | 8 tokens | 500 each |
| Scarlett / Tony Fragment | 7 tokens | 550 each |
| Gen 2 Hero Materials Chest (C) | 16 tokens | 300 |
| Gen 1 Hero Materials Chest (C) | 14 tokens | 300 |
| Epic Universal Hero Fragment | 3 tokens | 420 |
| 10K Hero EXP | 1 token | 10 |
- βΈMarcus is the most expensive Fragment in the shop. Ten tokens against eight for the Gen 2 trio and seven for Scarlett and Tony. The Universal Legendary Fragment in his own tier costs more than he does.
- βΈDo not split the 100 Diamond tokens. Ten Marcus Fragments is the only whole recruit those tokens can buy. Eight Franklin Fragments plus two Marcus Fragments buys nobody.
- βΈThe 370-Fragment cap is a pack cap. It needs 3,700 tokens. Diamonds reach 100. The other 3,600 are pack tokens.
Duke β Seven Channels
Duke replaces Pamela as the featured hero in Chief Almighty, King of the Precinct, State Showdown and the Daily Specials from State day 113, and Tony in Heroes Unite from day 120. Three of the seven are competitive rank ladders, and they pay by far the most, so the top of your State collects him in one event. The three rows marked in gold below need no rank at all.
| Channel | Duke Fragments |
|---|---|
| Chief Almighty β final rank | #1 300 Β· #2 150 Β· #3 80 Β· #4-5 50 Β· #6-10 30 Β· #11-20 20 Β· #21-50 10 Β· #51-100 5 |
| King of the Precinct β State rank | #1 300 Β· #2 150 Β· #3 80 Β· #4-5 50 Β· #6-10 30 Β· #11-20 20 Β· #21-50 10 Β· #51-100 5 |
| King of the Precinct β cross-State rank | #1 120 Β· #2 100 Β· #3 80 Β· #4-5 60 Β· #6-10 40 Β· #11-20 25 Β· #21-50 12 Β· down to 2 at #2000 |
| King of the Precinct β Medals of Honor | 1 Fragment at every medal count from 2 to 14 β 13 in total |
| State Showdown β preparation rank | #1 400 Β· #2 300 Β· #3 200 Β· #4-5 150 Β· #6-10 80 Β· #11-20 40 Β· #21-50 20 Β· #51-100 10 Β· #101-200 5 |
| State Showdown β war-stage daily rank | #1 100 Β· #2 60 Β· #3 45 Β· #4-5 36 Β· #6-10 18 Β· #11-20 9 Β· #21-50 4 Β· #51-100 2 Β· #101-200 1 |
| Heroes Unite β paid pass | 20 Fragments spread over 31 levels, or 20 Legendary Universal Fragments instead |
| Daily Specials | Duke is the featured hero from State day 113; the pack contents are set by the server |
| Alliance Training Store | 1 Fragment for 2,500 Training Vouchers, limit 3 per reset |
| Duke's Showstoppers box | 1 to 10 Fragments, 1.42 expected, or a Legendary Universal Fragment at 8% |
- βΈMedals of Honor are the reliable route. Fourteen King of the Precinct medals pay 13 Fragments β a recruit and change, with no rank to defend. Ranking #51-100 in the same event pays 5.
- βΈThe State Showdown preparation ladder pays the most. 400 Fragments at #1, and 5 as far down as #200. It is also the one channel that opens two days early, at State day 111.
- βΈThe Legendary Universal Hero Fragment does not substitute for a recruit. Its own description limits it to heroes you have already recruited. Taking it over Duke Fragments on the Heroes Unite pass is a choice you cannot undo.
Gen 3 Fragments cannot be recycled at the Logistics Depot for Requisition Vouchers. The recycle list stops at the Gen 2 heroes. Spare Gen 3 Fragments have one use: star level.

Marcus β Earthshaker

Full Name
Earthshaker Marcus
Class
Guard (Tank)
Exclusive Weapon
Power Hammer
Combat Role
Garrison anchor β three guaranteed defensive buffs
Marcus is the wall. His three march skills carry no chance wording β enemy Attack down, damage taken down, Health up β and his weapon skill is the only Gen 3 effect that names Defensive Squads. In hero battles he is the melee hero of the three, swinging 1.80Γ Attack every 1.8 seconds, with a passive that stacks Defense on hits taken. Do not plan around the +100% Defense that passive advertises: five stacks need about five procs inside a 2-second window, roughly 16 incoming hits per second. Against five attackers at one hit per second the average is closer to 1.6 stacks β about +32% Defense. Whether a fresh stack refreshes the older ones is unconfirmed; even if it does, the cap is still a crowd-only event.
Patrol Skills (Patrol/Arena)
| Skill | Type | Effect | L1 | L5 |
|---|---|---|---|---|
Shake the Earth | Ultimate (first cast 5 s, cd 8 s) | Every enemy in a deep box in front of him attacks 1.5Γ slower for 4 s. The skill text says β50% Attack Speed; the engine stretches the attack interval by 1.5, which is β33% attacks per second | 1.20Γ Attack | 1.68Γ Attack |
Steel Armor | Passive | Each hit he takes has a 16% chance to add a Defense stack for 2 s, up to five stacks | +8% Defense, 8% chance | +20% Defense, 16% chance |
Cyclone Smash | Active (cd 6.5 s) | Half-circle melee swing with a 30% chance to stun for 1 s | 0.80Γ Attack | 1.12Γ Attack |
Deploy Skills (World Map Deployments Layer)
| Skill | Effect (in-game wording) | L1 | L5 |
|---|---|---|---|
Heavy Intimidation | Reduces the Attack of the enemy Squad | 4% | 20% |

No Surrender | Deploy | Increases the Defense of Defensive Squads | 5% | 15% |
Both skills come from the Power Hammer. The patrol skill turns on at gear Lvl 1, the deploy skill at gear Lvl 2.

Combat Role
Rally tank β Health plus two 20% procs
Duke is the rally tank. His march kit is a flat Health buff plus two procs that fire one time in five, and his weapon buffs rally Health. In hero battles he fires 1.00Γ Attack every second from three times Lexie's distance β the longest reach of the three β and carries the only area stun among the Legendaries that lands on every cast. His weapon adds the only silence in the game.
Patrol Skills (Patrol/Arena)
| Skill | Type | Effect | L1 | L5 |
|---|---|---|---|---|
Booming Note | Ultimate (first cast 8 s, cd 10 s) | Stuns every enemy in a circle for 2 s, on every cast | 1.60Γ Attack | 2.24Γ Attack |
Acquired Taste | Active (cd 7 s) | Three casts in four damage the target. The fourth restores Health to that enemy for 0.50Γ his Attack instead β the in-game text states this | 2.20Γ Attack | 3.00Γ Attack |
Distracting Blare | Active (cd 8 s) | Marks the nearest enemy hero for +30% damage taken for 3 s, no stack cap, no miss chance | +10% damage taken | +30% damage taken |
Deploy Skills (World Map Deployments Layer)
| Skill | Effect (in-game wording) | L1 | L5 |

Golden Anthem | Deploy | Increases the Rally Squad's Health | 5% | 15% |
Both skills come from the Golden Sousaphone. The patrol skill turns on at gear Lvl 1, the deploy skill at gear Lvl 2.

π΅ Acquired Taste heals the enemy one cast in four
This is the design, not a bug. The skill text says so: "If pleasant, it restores Health to the target." The chance is 25%, which the text leaves out, and the heal is 0.50Γ Duke's Attack on the enemy he targeted. Net per cast at Lvl 5: a 2.25Γ expected hit, minus a small gift to whoever he is shooting. Plan his damage at three quarters of the number on the tooltip.
π How silence works
Silence stops a hero starting anything. It blocks the second and third skill, the weapon skill, and an ultimate the game casts for you on auto. It does not block basic attacks, passives, or a skill already in flight β the animation finishes and the damage lands.
One gap is worth knowing and is not yet confirmed in a live battle: in the game code, an ultimate you tap by hand skips the silence check entirely, while the same ultimate on auto-fight is blocked. If the server agrees with the client, manual play beats silence and auto-fight does not. Treat that as a lead to test, not a rule.

Lexie β Phantasm

Full Name
Phantasm Lexie
Class
Biker (Cavalry)
Exclusive Weapon
Holographic Terminal
Combat Role
Rally damage β 50% and 40% procs
Lexie is the offense. Her march skills are two independent 50% rolls that both raise damage β one on your side, one on the enemy's β and her weapon buffs rally Attack. In hero battles her 3.78Γ ultimate is the largest of any Legendary. Her second skill is stranger: base 0.70Γ at Lvl 5, then multiplied by a uniform random roll between 0.05Γ and 6.00Γ. The mean of that roll is 3.025Γ, so the expected hit is 2.12Γ Attack on a 5-second cooldown, but a single cast can land anywhere from 0.035Γ to 4.20Γ. She fires 1.20Γ Attack every 1.2 seconds from twenty times Marcus's reach. Her weapon skill is the only thing in the game that touches those random rolls.
Patrol Skills (Patrol/Arena)
| Skill | Type | Effect | L1 | L5 |
|---|---|---|---|---|
Random Command | Ultimate (first cast 6 s, cd 9 s) | Single nuke plus a 50/50 rider: a 1.5 s stun, or the targetβs Attack divided by 1.2 for 2 s. The skill text calls that β20%; the engine gives β16.7% | 2.70Γ Attack | 3.78Γ Attack |
Virus Command | Active (cd 5 s) | Damage multiplied by a uniform random roll between 0.05Γ and 6.00Γ (mean 3.025Γ) | 0.50Γ base | 0.70Γ base |
Guard Command | Active (cd 10 s) | Heals the lowest-Health ally hero for Attack times a roll of 0.05Γ to 4.00Γ (mean 2.025Γ) | 1.00Γ base | 1.40Γ base |
Deploy Skills (World Map Deployments Layer)
| Skill | Effect (in-game wording) | L1 | L5 |
|---|---|---|---|
Threat Assessment | On attack, 50% chance to increase the damage the enemy takes | 10% | 50% |
Adaptive Firepower | On attack, 50% chance to increase that instance of damage | 10% | 50% |
Emergency Evasion | 40% chance to reduce damage taken by the entire Squad | 10% | 50% |
Exclusive Equipment Skills

Data Simulation | Deploy | Increases the Attack of Rallied Squads | 5% | 15% |
Both skills come from the Holographic Terminal. The patrol skill turns on at gear Lvl 1, the deploy skill at gear Lvl 2.

06. Stars, Gear & Progression
Stars (Same Path for All Three)
Star-ups cost the hero's own Fragment. Each star also adds class Attack + Defense buffs to ALL troops of that hero's class, at a 1.45Γ ratio no earlier generation has. Stars also gate the march skill slots and skill levels, whatever the books say.
| Stars | Unlocks | Notes |
|---|---|---|
| β 0 (recruit) | March slot 4, first story chapter | 10 Fragments |
| β 1 | Exclusive weapon, march slot 5, Lvl 2 of every slot, second story chapter | π The single most valuable star |
| β 2 | March slot 6, Lvl 3 of every slot, third story chapter | The sixth slot is Legendary-only |
| β 3 | Lvl 4 of every slot, fourth story chapter | Last of the 50-Diamond chapters |
| β 4 | Lvl 5 of every slot | Below 4β the books stop at Lvl 4 |
- βΈ2β is where the third march skill lands. Commanding Presence, Encore! and Emergency Evasion all sit in slot 6.
- βΈBooks per slot: 10, 30, 50, 75 β 165 Legendary Deployment Skill Books to max one slot, 495 for all three. Hero-battle slots use Legendary Patrol Skill Books instead. Lexie's full wheel run pays 115 of each.
- βΈClaim the story chapters as you go. Four per hero at 0β , 1β , 2β and 3β , 50 Diamonds each. Free Diamonds, no stats, easy to forget.
Exclusive Gear (Unlocks at β 1)
Each hero has a dedicated exclusive weapon with 10 levels, fed by weapon Fragments from the Gen 3 Hero Materials Chest. Each weapon grants two skills, on two different ladders. The patrol skill β Power Upgrade, Contrabass Blast or Unstable Variable β turns on at gear Lvl 1 and steps up at every odd level. The deploy skill turns on at gear Lvl 2 and steps up at every even level. The Fragment cost climbs by five each level, so the two points that matter are gear Lvl 1 for 5 Fragments and gear Lvl 6 for 105. The full weapon is 275 Fragments, and one chest is one Fragment.

Every gear level requires the hero at 1β . Both weapon skills are listed in each hero's Exclusive Equipment Skills table above.
- βΈGear Lvl 1 is the best five Fragments in the generation. It turns on the patrol skill. Nothing else on the ladder gives a whole extra skill for one step.
- βΈThe two ladders alternate. Odd gear levels feed the patrol skill, even levels feed the deploy skill. A weapon parked on an odd level is one Fragment batch short of a deploy step, and the reverse on even levels.
- βΈOne chest serves all three heroes. The Gen 3 Hero Materials Chest (C) lets you pick which weapon Fragment you take. Every chest spent on one weapon is a chest not spent on the other two.
- βΈThe chest needs Chief's Office 15 to open. A minor gate for anyone at this stage of the game, but a real one.
Where the Chests Come From
| Shop | Price | Limit |
|---|---|---|
| Logistics Depot | 1,000 Requisition Vouchers per chest | 10 per run |
| Chief Supplies | Free, or 250 Supply Coupons for 1, 800 for 2, 2,250 or 2,500 for 5 | 1 buy per slot, slots appear at random |
Both sources are a trickle. Ten chests at the Depot is two thirds of gear Lvl 2, and that is the best run in the game. Fifteen chests turns on all three patrol skills. That is why 275 is a marathon, 105 is the plan, and 15 comes first.
Power Numbers
| Item | Hero Power |

08. Common Mistakes
- βΈSplitting weapon chests evenly past gear Lvl 1. Take gear Lvl 1 on each weapon β 15 chests, three patrol skills β then pick one weapon. 105 chests on one reaches gear Lvl 6. 35 on each reaches gear Lvl 3, three times over, and the deploy skill sits at 5%.
- βΈReading Duke's second skill as pure damage. One cast in four heals the enemy for half his Attack. That is the stated design. His real output is three quarters of the tooltip.
- βΈSplitting the 100 Diamond Hero Tokens. Ten Marcus Fragments is the only complete recruit those tokens can buy. Anything else in the tier leaves you with a partial hero.
- βΈStopping the Lucky Wheel at 10 draws. Ten draws is a coin flip for the recruit. Fifteen is a guarantee from milestones alone, and the extra five draws also pay 10 of each skill book.
- βΈChasing gear Lvl 10. The last 170 chests raise the deploy skill by 5 points and the patrol skill by two steps. Gear Lvl 6 delivers two thirds of both for 38% of the chests.
- βΈCounting march skills as always-on. Only the class star buff and the weapon's class buff apply from the bench. The twelve march skills fire only in a battle the hero is in.
- βΈPutting Lexie in the garrison. Her weapon buffs rally Attack and her kit is offense. Marcus is the one whose weapon names Defensive Squads.
- βΈPlanning a hero-battle team around Marcus's +100% Defense. The stacks last 2 seconds and proc on 16% of hits. Expect a third of that in a normal fight.
- βΈWaiting for them on a young State. The three do not appear in your Hero list until your State is 112 days old, and the Fragment channels open the day after. Nothing you do before then brings them forward.
TL;DR β The Quick Hits
- 1. Three Legendary heroes: Marcus (Guard, garrison anchor), Duke (Marksman, rally tank) and Lexie (Biker, rally damage). One of each class, so their class buffs never compete.
- 2. They unlock when your State turns 112 days old. Every Fragment channel opens on day 113, except State Showdown at day 111.
- 3. None of the three is in a recruitment pool. All three recruit for 10 Fragments, and the Alliance Training Store sells all three at 2,500 Training Vouchers each, three per reset.
- 4. Lexie: 15 Lucky Wheel draws guarantee the recruit. 21,000 Diamonds or 14 Lucky Coins, expected done at about 10 draws.
- 5. Marcus: 14,850 Diamonds for exactly one recruit at the Hall of Heroes. He is the most expensive Fragment in the shop.
- 6. Duke: seven channels, three of them competitive rank ladders. Fourteen King of the Precinct medals pay 13 Fragments with no rank to hold.
- 7. Power ratio is 1.5Γ: a quarter more power than a Gen 2 hero at the same level and star.
- 8. Only the class star buff and the weapon's class buff apply from the bench. March skills fire only in the hero's own battle.
- 9. Marcus's march skills are unconditional defense. Lexie's are 50% offensive procs. Duke's are 20% procs. Marcus garrisons, Lexie rallies.
- 10. Each weapon grants two skills: a patrol skill from gear Lvl 1 and a deploy skill from gear Lvl 2.
- 11. The weapon chest is pick-one across all three heroes, needs Chief's Office 15, and trickles from the Logistics Depot and Chief Supplies.
- 12. Duke's weapon skill is the only silence in the game. It stops a hero starting any skill, and an auto-cast ultimate, for 3 to 5 seconds.
- 13. All three auto-attack for exactly 1.0Γ Attack per second. Reach and skills are the only differences.
- 14. Lexie's 3.78Γ ultimate is the largest of any Legendary, and her second skill rolls a random 0.05Γ to 6.00Γ multiplier.
- 15. Marcus's +100% Defense needs five stacks inside 2 seconds. Expect about +32% in practice.
- 16. 1β is the star that matters: it unlocks the weapon and slot 5. Lvl 5 of any skill needs 4β .
