Pre-Release Guide
Electro Activation Plan has not run live yet. This guide is built from game code analysis ahead of release. The task caps, the Diamond exchange, the Electro Pack costs and contents, and the Electro Core Chest odds are locked in the game files and unlikely to change. The event calendar, the paid-pack prices and contents, and what happens to leftover Dormant Cores are not in the game files and can only be confirmed once the event runs.
Anything estimated is marked as an estimate. We will update this guide with field-tested numbers after the first run.
01. Event Overview
Without paid packs, the only thing you can buy is the Common pack. The free tasks cap at 10 Dormant Cores, and the Diamond exchange adds 15 more for a ceiling of 25. The cheapest pack above Common costs 50. Everything above Common is bought with Dormant Cores from paid packs.
The event runs for two days. You must have Chief's Office Lvl 7; below that the event shows "Event starting soon." The event appears to repeat about every two weeks (estimate — the calendar is not confirmed).

🔋 Earn
Collect Dormant Cores from two capped tasks, the Diamond exchange, and four paid packs. Tap the Obtain button (bottom right, it shows your Dormant Core count) to see every source.

📦 Spend
Trade Dormant Cores for Electro Packs. Each pack holds Electro Cores, Electro Core Chests, resources and, from Uncommon up, VIP points and an Alliance Gift for your whole alliance.
Two pack ladders exist, and they are not equal. Look at the pack list when the event opens. If it has a Lucky Electro Pack, you have the richer Lucky ladder. If it does not, you have the Speedup ladder, which trades Electro Cores for 1-Hr Universal Speedups. Which ladder your state gets is not in the game files. Sections 04–06 cover the difference.

Dormant Cores are a single-purpose item. Nothing else in the game gives or takes them. They are not the Depleted Cores from Storm & Subdue.
02. Dormant Cores
The two free tasks stop at 5 cores each, so finish them early and stop. Work past 25,000,000 resources or 50 Energy earns nothing. The progress line reads "Completed: 5/5" and stays there.
| Source | Rule | Cap | Full-cap cost |
|---|---|---|---|
Confiscate Resources | 1 core per 5,000,000 resources | 5 | 25,000,000 resources |
Spend Energy | 1 core per 10 Energy | 5 | 50 Energy |
| Free total | 10 | — | |
Diamond exchange | 500 Diamonds per core | 15 | 7,500 Diamonds |
Paid packs (4) | Real-money packs | 1 each | Not confirmed |
- ▸One Claim takes everything you banked. You do not have to claim after each 5,000,000 resources or 10 Energy. Claim once when you are done.
- ▸Confiscation progress comes from the game, not your count. Which resources count toward the 25M total, and at what rate, is not confirmed.
- ▸Paid packs show as "Dormant Core x" plus an amount in the Obtain list. Their prices and core amounts are not in the game files.
⚠️ Check the Go Buttons
In the game files, the two task Go buttons appear to be swapped. The Confiscate task's Go opens a Criminal search, and the Spend Energy task's Go opens an Ammo resource-tile search. This is not confirmed in game. If Go takes you to the wrong target, open the State Map search yourself.
03. The Diamond Exchange
Stop at 20 total Dormant Cores. The last 5 Diamond cores buy nothing. With no paid packs, your only purchase is the Common pack: 4 cores each, 5 per event, 20 cores for all five. A full Diamond exchange takes you to 25, and the 5 cores past 20 cannot reach any other pack.

The 5,000 Diamonds buy 3 more Common packs: 12 Electro Cores, 3 1-Hr Universal Speedups, and resources. That is about 417 Diamonds per Electro Core. No other fixed Diamond price for Electro Cores is known, so compare it against what else you would spend the Diamonds on.
💡 The Rule
Buy only enough Diamond cores to bring your total to an exact multiple of 4, and never past 20. If you finished only one task (5 free cores), buy 11 or 15, not 13. Exception: if you will also buy paid packs this event, count those cores first, then size the Diamond buy to hit the next pack cost exactly.
Leftover cores are an open question. The rules say: "At the end of the event, any unclaimed Dormant Cores will be sent via mail." It is not confirmed whether that means task cores you forgot to claim, or whether unspent cores stay in your bag for the next run. If unspent cores carry over, saving 10 free cores per event would reach a 50-core pack after five events. Until that is confirmed, claim and spend everything before the event ends.
04. Electro Packs
At the same cost, the Lucky ladder gives 65–86% more Electro Cores on every pack above Common. The Speedup ladder pays you back in 1-Hr Universal Speedups instead — 277 of them across the full ladder. Costs, limits, VIP points, and resources are the same on both ladders.
| Pack | Cost | Limit | Lucky ladder | Speedup ladder |
|---|---|---|---|---|
Common | 4 | 5 | 4 Cores, 1 Speedup | 4 Cores, 1 Speedup |
Lucky Electro Pack | 50 | 1 | 5 Chests | — |
Uncommon | 50 | 1 | 40 Cores, 2 Chests | 23 Cores, 1 Chest, 16 Speedups |
Rare | 100 | 1 | 80 Cores, 4 Chests | 45 Cores, 2 Chests, 32 Speedups |
Epic | 200 | 1 | 160 Cores, 8 Chests | 90 Cores, 4 Chests, 64 Speedups |
Legendary | 500 | 1 | 400 Cores, 15 Chests | 230 Cores, 10 Chests, 160 Speedups |
| Full ladder | 920 / 870 | 700 Cores, 34 Chests | 408 Cores, 17 Chests, 277 Speedups |
Cost in Dormant Cores.
"Cores" = Electro Cores,
"Chests" = Electro Core Chests,
"Speedups" = 1-Hr Universal Speedups. Full-ladder totals count the Common pack 5 times. The full Lucky ladder costs 920; the full Speedup ladder costs 870.
Also in Every Pack
| Pack | VIP Points | Ammo | Cash | Electricity | Gas |
|---|---|---|---|---|---|
Common | — | 600K | 600K | 120K | 30K |
Lucky / Uncommon | 2,500 | 7.5M | 7.5M | 1.5M | 380K |
Rare | 4,000 | 15M | 15M | 3M | 750K |
Epic | 6,000 | 30M | 30M | 6M | 1.5M |
Legendary | 12,000 | 60M | 60M | 12M | 3M |
How the exchange works. One tap of Exchange buys one pack, so the five Common packs take five separate exchanges. There is no tier lock: you can buy the Epic pack without buying Uncommon or Rare first. If you tap Exchange without enough Dormant Cores, the game opens the Obtain list instead.
05. Pack Value
The Common pack is the best rate on the Speedup ladder and the worst rate on the Lucky ladder. On the Speedup ladder every pack above Common returns about 0.71 Electro Cores per Dormant Core, against 1.00 for Common. On the Lucky ladder, Uncommon, Rare, and Epic return 1.31.
An Electro Core Chest opens into 5, 10, 20, 50, 100, or 200 Electro Cores. Its average is 12.8 Electro Cores, but the most common result is 5 (55% of opens). The values below use the 12.8 average and count Electro Cores only — not speedups, VIP points, resources, or Alliance Gifts.

🎲 Lucky Pack vs Uncommon
Both cost 50 and both give Alliance Gift I. Uncommon gives 40 guaranteed Electro Cores plus 2 Chests (65.6 average). The Lucky pack gives 5 Chests and nothing else (64 average), and its worst case is 25 Cores. Uncommon wins on average and on risk. Take Uncommon first.
⏱️ The Speedup Ladder Trade
Every Speedup-ladder pack above Common gives 0.32 hours of speedup per Dormant Core on top of its Electro Cores. The full ladder gives 277 hours, but about 510 fewer Electro Cores than the full Lucky ladder. If you are short on speedups, that trade is not all bad.
06. Buy Order
On the Lucky ladder, buying Commons first can cost you a whole pack. With 60 Dormant Cores, Uncommon plus 2 Commons uses 58 cores for about 74 Electro Cores. Five Commons first uses 20 cores for 20 Electro Cores and leaves 40 that cannot buy anything. Fill the 50-plus packs first, then put the change into Commons.

💡 Size Purchases to the Pack Costs
Every pack above Common costs a multiple of 50, and Commons cost 4. Before you buy a paid pack or use the Diamond exchange, add up your cores and pick the packs you will buy. Cores that do not fit a pack are wasted until leftover handling is confirmed (see section 03).
07. Alliance Gifts
Every pack you buy above Common also pays your whole alliance. Each one gives every alliance member an Alliance Gift, and your alliance's gift list shows "<your name> purchased <pack>".
| Pack | Gift to every alliance member |
|---|---|
Common | None |
Lucky Electro Pack | Alliance Gift I |
Uncommon | Alliance Gift I |
Rare | Alliance Gift II |
Epic | Alliance Gift III |
Legendary | Alliance Gift IV |
The gift contents are not covered here. For the alliance, the count of packs bought matters more than which pack: on the Lucky ladder the Lucky pack and Uncommon each send a separate Alliance Gift I, so buying both sends two.
08. Common Mistakes
- ▸ Maxing the Diamond exchange. Without paid packs, cores past 20 buy nothing. The last 5 cost 2,500 Diamonds.
- ▸ Leaving a total that is not a multiple of 4. Commons cost 4. Any remainder is stranded.
- ▸ Buying Commons first on the Lucky ladder. Commons are the worst rate there, and spending 20 cores early can drop you below the next 50-core pack.
- ▸ Taking the Lucky Electro Pack before Uncommon. Same cost, lower average, much higher risk.
- ▸ Grinding past the task caps. Each task stops at 5 cores: 25M resources and 50 Energy. More work earns nothing.
- ▸ Trusting the Go buttons. They appear to be swapped. Check where Go takes you.
- ▸ Letting the event end with cores unspent. Leftover handling is not confirmed. Claim and spend before the timer runs out.
